Teacher training challenges in uruguay in the context of secondary education democratization

Resumen

El presente artículo propone poner en diálogo los desafíos a los que se ve enfrentada la Formación Docente en Uruguay de cara a la democratización de la Educación Media, en busca de la inclusión y la justicia social. Se parte del supuesto que la calidad de los aprendizajes y la culminación de los ciclos de los estudiantes de Educación Media se relaciona, entre otros, con la cantidad de docentes formados y el nivel alcanzado por éstos en su formación inicial. Como primer acercamiento al tema se presenta una descripción del estado actual de la Educación Media en relación a la población que atiende. Por otro lado, se presenta un breve recorrido histórico de la conformación del sistema de Formación Docente en el país y los distintos desafíos que ha ido enfrentando hasta la especial atención que ha tenido en la Ley General de Educación vigente, en su tránsito hacia la Universidad de la Educación. Seguidamente se presenta el crecimiento cualitativo y cuantitativo de la oferta de Formación Docente de los últimos años y sus líneas de política educativa, en su intento por dar respuesta a las demandas de la Educación Media.

Abstract

This article brings into discussion the challenges faced by Teacher Training in Uruguay in the context of the democratization of Secondary Education, in pursuit of social inclusion and social justice. The point of departure is that the quality of learning and the completion of Secondary Education Cycles by students is related to the number of duly trained teachers and the level the latter have attained when obtaining their education, among others. To tackle this topic, a description of the current status of Secondary Education in Uruguay, regarding the population attending this level. On another note, a brief history of the creation of the Teacher Training System in Uruguay and the various challenges it has met along the process will be presented, up until the special attention the Education Act currently in force has received in its road to the University of Education. This will be followed by a report on the qualitative and quantitative growth of the Teacher Training courses over the past few years, and their lines of education policy, in their attempt to provide a response to the demands of Secondary Education.
